I am so confused with insurance. If you have a CSR working in an agency and they are not affiliated/appointed by the agency, can they write new business on behalf of the agency.

If a CSR is licensed by the state and is licensed with the specific companies that sell life insurance in the agency, they should be able to write life insurance. A CSR generally will write applications for the agency manager or agents within the agency that they work for and this is usually the case with property and casualty shops.
However, I am confused when you say the CSR is NOT affiliated or appointed with by the agency. Something is missing. They have to somehow be affiliated with an agent or appointed by the agency, unless they are a licensed broker/independent agent. It also will depend on the laws of the state and what is required.
This opinion is based on the limited amount of information you provided. Hope this helps.
